Does NOT cover (exclusions) — the metallic service pipe design → EN 13480 (industrial piping); non-bonded/above-ground district heating → other standards; the heat source/plant → separate design.
EN 13941 handles buried bonded district-heating pipe; EN 13480 covers the underlying metallic piping design.

Technical Details
EN 13941 is the European standard for pre-insulated bonded district-heating pipe — the buried unit of steel service pipe, polyurethane insulation, and outer HDPE casing bonded together. Its defining engineering challenge is the buried thermal-expansion problem: a hot, restrained bonded pipe develops large axial forces, so the standard covers restrained/expansion-zone behavior, soil friction, temperature-cycling fatigue, and installation methods (cold-laying, expansion cushions).
It complements EN 13480 (which covers the metallic service-pipe design) and is central to reliable, low-loss district-heating networks.
Engineering Note: Design the axial-expansion and fatigue behavior of the buried bonded system explicitly — treating a district-heating line like ordinary above-ground piping ignores the soil-friction restraint and temperature-cycling fatigue that actually govern its long-term integrity.
